About Jennifer
Rooted in the Nisswa Area
The day Jennifer was born, she was found abandoned on the back doorstep of a rural hospital in South Korea, next to a garbage dumpster. Five months later, she was adopted by her parents - John and Cindra Carnahan and forever became a proud Minnesotan and American.
Jennifer’s family has considered the Brainerd Lakes Area a part of their home for generations. Jennifer's late grandfather, Earl Behning, a U.S. Navy veteran, and her grandmother, Sue Behning, bought property on Lake Hubert more than 50 years ago. Her parents met while working at Camp Lincoln on Lake Hubert as college students further deepening their connection to the area.
A Leader with Real-World Experience
When Jennifer decided to run for Mayor of Nisswa in 2024 she heard from many residents and fellow business owners, that having someone with broad experience could be very additive and helpful for the community. Jennifer is a former corporate marketing leader turned small business owner. She owns two retail stores in Downtown Nisswa, where she has been a part of the business community for over a decade.
Jennifer serves on the Nisswa Downtown Council and previously on the Brainerd Lakes Chamber Government Relations Committee. She is a member of the Nisswa Women's Club, the Nisswa Lions, on the Board of Directors for the Round Lake Association and also works in the gaming department at the Nisswa American Legion.
Before becoming an entrepreneur, Jennifer built a successful career in marketing and strategy for some of the world’s most respected Fortune 500 companies, including General Mills, McDonald's Corporation, and Ecolab. She has nearly 30 years of experience across multiple sectors and industries.
A Story of Strength and Resilience
In 2017, Jennifer met her future husband, the late Congressman Jim Hagedorn (MN-01) and they were happily married on December 15, 2018. Exactly two months after their wedding, her husband was diagnosed with stage four kidney cancer. He bravely fought for three years before passing away. Inspired by their shared commitment to public service, Jennifer has always believed that government should truly be for the people, by the people and with the people - not above.

As mayor, I’ve focused on careful budgeting and fiscal discipline. In 2026, Nisswa delivered a historic negative tax levy, reversing a pattern of steady increases from prior years. My priority is protecting taxpayers by controlling costs, planning responsibly, and ensuring city government lives within its means.

Residents deserve to know how decisions are made at City Hall. I believe government works best in the open — with proper notice, public discussion, and respect for Minnesota’s open meeting laws. I will continue to stand up for transparency, public input, and trust between citizens and their local government.
✅ Responsible Growth that Respects the Taxpayer and Business Community
Nisswa should grow thoughtfully and with consideration for the past and future. I support development driven by private investment — not city-led speculation that puts taxpayer dollars at risk. My approach prioritizes infrastructure readiness, clear planning, and growth that strengthens our community without overextending government.

Our lakes, land, and natural beauty are central to what makes Nisswa special. I support protecting water quality and natural resources while balancing recreation, tourism, and conservation — ensuring future generations enjoy the same environment we do today.

Parks and community spaces play a vital role in quality of life. I support maintaining and improving these amenities responsibly, with long-term planning that avoids future tax spikes. The goal is vibrant, well-maintained spaces that serve families, seniors, and visitors for years to come.
